According to PFT Cincy has $15.5 million in cap space. Anyone know why they are saving it or if this is not counting rookie contracts??

Doesn't count rookie contracts (which iirc our rookie allotment was right around $8.6M?)
That brings us down to $8M, and we'd keep $3-4 for injury/waiver pickups, another million or so for incentives, then the rest is what we're probably hoping to get Rod Hood signed with.
