They really should have fired Fulmer about 3 years earlier than they did. His recruiting was really going down and he was never really a great strategist. Most of his success was based on having great coordinators, and once Cutcliff left, the wheels started coming off. It also seems like they didn't have a plan once Kiffen left. I think that the athletic department was legitimately surprised that Kiffen would want to go back to USC.

Also, east Tennessee is pretty barren in terms of recruiting. They used to be able the get some prospects out of Louisiana, Mississippi and Alabama, but when Saban built up LSU and then Alabama, UT lost appeal in those states.
