If the Ravens win, and the Bengals lose, that would leave the division at

OVR DIV

Steelers 6-6 1-3
Bengals 6-6 1-3

Worst case scenarios:

Steelers win out, Ravens lose out - Ravens win division because of head to head tie breaker

Bengals win out, Ravens lose out - Ravens win division because of division record

Bengals, Steelers win out, Ravens lose out - Impossible. Bengals play the Steelers in a few weeks.
