Who would own the tie-breaker, if the Bengals and Jets were to both finish 9-7?

I think it depends on who has the better conference record so it would depend on where the Bengals loss would come.

Right, if the one loss is to Philly then the Bengals win the tiebreak. If the loss is to Bal or Pit, Jets win.
