I have no idea.
I saw this mentioned in a jungle noice thread but no one answered. If someone could explain this I would be grateful. |

You can't go over. That's the answer. The team will have to cut players to get below.

The Steelers are over the cap a lot. Generally they will waive some players and guys like Roethlisberger restructure their contracts. Essentially you shift salary to signing bonuses so the player makes the same money, the cap hit is just different. They will also try to reduce players salaries in some instances by telling them we will waive you if you don't renegotiate.
