The DIA is a part of the Department of Defense, but not a part of the military any more than the Defense Security Service. It is combat support agency and a member of the US Intelligence Community.

It is not a branch of the military. Show me where the military says the AR-15 isn't an assault rifle.

How does the DIA define "select fire"?

Now you're just arguing semantics. The DIA is a part of the DOD, which makes it a military organization. That's why their website has a .mil designation, that's why the director is a general officer.

I don't know where the definition for selective fire would be, but my guess it would have to do with the option to switch between modes of fire.

A carbine is a rifle. A rifle is not a machine gun even if it is an automatic carbine/rifle.
The It's not capable of full auto fire part was meant to be a question. The ? was accidentally left out.
