Here in Toledo, we have a horse-track, its the only one in the area, and its a dump because there is no other competition. Now we're looking at a casino that could end up being a dump as well. All they have to do is make it just "good enough" that people in NW Ohio won't drive over an hour to Detroit or Windsor.
All it takes is one person/company to want to build another, and if the state denies them for no good reason other than the whole monopoly ideal, it's going to be opened up for more. It won't happen if these casinos don't get the revenue, because other companies won't want in, but if they do well, that monopoly will fall quickly.

Solution: Legalize and regulate. Not joking. I know the morals in this country aren't for legal prostitution or whatever because hell, even most non-Christian have an issue with it. But seriously, legalize it, regulate it, tax it, it works for Nevada. They take the attitude that it's going to happen anyway, so let's do two things. First, make it safer for everyone involved. With legal prostitution you have protection not just in the act of intercourse (as it is required) but also the physical protection of the girls, and the protection from the state as they are covered by employment laws. Second, let's make money from it through licensing fees and taxes.

You're never going to get rid of prostitution, so you might as well try to control it.
